The landscape of platform work is changing, and as the Senior Strategy and Operations Manager for Regulated Earner Models, Delivery EMEA, you will be one of the strategic architects behind Uber’s response to this shift. Reporting to the Head of the Regulated Earner Models Center of Excellence, you will hold a critical dual mandate: designing the business models that allow for profitable operations in complex regulatory environments, and leading prevention strategies to defend existing models.

In this role, you will oscillate between high-level strategy—such as defining efficient fleet or staff leasing models and optimizing risk appetite—and intense project execution. You will act as the essential bridge between Legal, Policy, Safety, Compliance, and Local and Central Operations to ensure the partner ecosystem remains robust, cost-effective, and compliant across the EMEA region.

Key responsibilities include:

  • Driving strategic model innovation by defining the long-term vision and commercial design for alternative earner models like Fleet, Staff Leasing, and Hybrid formats.
  • Safeguarding the business through comprehensive prevention and model defense strategies, ensuring the integrity and compliance of partner networks.
  • Translating complex regulatory obligations into clear, scalable operational controls and product requirements in partnership with Legal and Policy teams.
  • Directing regional prioritization assessments for high-risk markets such as Germany, Spain, and the Netherlands to maximize impact when resources are constrained.

To be successful in this position, candidates must bring at least 5 years of professional experience in operations, strategy, or business leadership, ideally with relevant exposure to delivery fleets and logistics. Essential qualifications include strong financial acumen to model P&Ls and unit economics, proven project management capabilities for complex cross-functional initiatives, and exceptional analytical proficiency to interpret data and drive decision-making.

Preferred qualifications include prior experience with European or local regulatory landscapes, labor relations, commercial negotiations, and technical proficiencies such as SQL. Fluency in additional languages relevant to key markets, such as Spanish, German, or Turkish, is also a plus.

Offices continue to be central to collaboration and Uber’s cultural identity. Unless formally approved to work fully remotely, employees are expected to spend at least half of their work time in their assigned office.
