  • Senior Strategy and Operations Manager, Regulated Earner Models, Delivery EMEA

    About the Role

The landscape of platform work is changing. As the Senior Strategy & Operations Manager for Regulated Earner Models, you will be one of the strategic architects behind Uber’s response to this shift. Reporting to the Head of the Regulated Earner Models Center of Excellence, you will hold a critical dual mandate: designing the business models that allow us to operate profitably in complex regulatory environments, and leading the prevention strategies to defend our existing models.

You will oscillate between high-level strategy, defining what an efficient “fleet model” or “staff leasing model” looks like, monitoring and optimizing our risk appetite, and intense project execution. You will act as the bridge between Legal, Policy, Safety, Compliance, and Local and Central Operations to ensure our partner ecosystem is not just cost-effective, but robust and compliant.

    What You’ll Do

Strategic Model Innovation: You will answer the most critical strategic questions facing our business today: “How do we win in a regulated world?” You will define the long-term vision and commercial design for alternative earner models (e.g., Fleet, Staff Leasing, Hybrid). This goes beyond simple compliance; you will optimize our strategic risk appetite, determining exactly how we structure our supply chain to maximize flexibility while securing sustainable unit economics in a non-IC environment.
Prevention & Model Defense: Safeguard our business by strengthening the integrity of our partner networks. You will oversee the defensive strategy for existing and new models. Your responsibility is to ensure we have the right systems and vetting in place to work only with legitimate, compliant partners, coordinating the implementation of processes to satisfy future regulations.
Cross-Functional Leadership: Act as the bridge between Policy/Legal guidance and Ops execution. You will translate complex regulatory obligations into clear, scalable operational controls and product asks.
Regional Prioritization: Lead assessments for high-risk markets (e.g., Germany, Spain, Netherlands) and determine prioritization criteria to maximize regional impact when resources are constrained

    What You’ll Need

    – Experience: 5+ years of experience in operations, strategy, or business leadership, ideally with exposure to Delivery fleets and/or logistics.
    – Project Management: Proven ability to manage complex, cross-functional programs with strict deadlines (e.g., market launches, regulatory implementations, or business transformations).
    – Financial Acumen: Strong ability to model P&Ls and unit economics. You need to understand the trade-offs between risk, cost (CPT), and growth.
    – Strategic Thinking: Ability to distinguish between reversible and irreversible decisions (“triage” mindset) and solve undefined problems where no playbook currently exists.
    – Data & Analytical Proficiency: Comfort working with large datasets to derive insights. You don’t just rely on others for data; you can interpret complex metrics to drive decision-making.
    – Communication & Influence: Exceptional written and verbal communication skills. You can distill complex legal or operational concepts into clear recommendations for senior leadership.
    – Operational Rigor: A track record of “getting into the weeds.” You are not afraid to peel back the layers of a process to understand where the compliance risks or financial leakages are hiding.
    – Language Skills: Fluent in written and spoken English.

    Preferred Qualifications

Regulatory/Labor Experience: Understanding of European or local regulatory landscapes regarding platform work and/or compliance, or experience dealing with unions, CBAs, or employment law.

Deal Experience: Experience in RFPs, vendor sourcing, or commercial negotiations.

Stakeholder Management: Demonstrated success in influencing senior stakeholders without official authority, particularly within Legal and Product functions.

Technical Proficiency: Knowledge of SQL or experience working closely with data science teams.

Language Skills: Fluency in an additional language used in one of our most relevant markets (Spanish, German, or Turkish).
